Espérance Sportive du Lycée d'Enseignement Professionnel operates under a rigorous statutory governance structure established in conformity with the French Law of 1 July 1901 and its implementing decree of 16 August 1901. Our organization is registered in the official National Directory of Associations (Répertoire National des Associations - RNA) under registration number W081003048, and inscribed in the national registry of enterprises under SIREN 825399090 with headquarters situated at 84 Rue du Bois Fortant, 08000 Charleville-Mézières.
In accordance with the foundational principles of French non-profit associations and Article 9 of our bylaws, all members of the Board of Directors (Conseil d'Administration) and Executive Bureau—including the President, General Secretary, and Treasurer—perform their administrative and governance duties on a strictly voluntary, unremunerated basis (bénévolat). No officer or director receives salaries, consulting fees, performance bonuses, profit-sharing distributions, or attendance vouchers (jetons de présence). All financial resources are directed exclusively toward student athletic programs and equipment.
The governing bodies of the association are democratically elected by our members during the annual Ordinary General Assembly (Assemblée Générale Ordinaire). This ensures that teachers, physical education specialists, administrative staff, parent representatives, and vocational student delegates exercise direct democratic oversight over the strategic, operational, and financial orientation of the organization.
Executive Bureau (Bureau de l'Association)
The Executive Bureau is entrusted by the Board of Directors to execute daily administrative, pedagogical, and statutory affairs in close collaboration with vocational school leadership and municipal partners.
Jean-Marc Delorme
Senior educator and advocate for vocational student welfare in Charleville-Mézières with over twenty years of commitment to youth athletic development. Delorme oversees overall institutional strategy, municipal liaisons with the Direction des Sports, and prefectural regulatory compliance.

1. The Annual Ordinary General Assembly (Assemblée Générale Ordinaire)
Convocated annually in the fourth quarter of the calendar year, the General Assembly constitutes the supreme sovereign organ of Espérance Sportive. All active members who are in good standing are entitled to deliberate, propose agenda items, and vote. The assembly performs the following statutory functions:
- Review and Approval of Moral & Activity Reports: The President presents a detailed public account of all athletic workshops, tournament participations, student enrollment numbers, and safety records achieved during the preceding academic season.
- Financial Auditing & Discharge (Quitus Financier): The Treasurer submits the annual financial balance sheet, detailing all public grant expenditures, operational costs, equipment purchases, and facility fees. The assembly reviews the accounts and votes on granting formal financial discharge.
- Renewal of Board Mandates: Triennial elections are conducted to renew or elect members of the Board of Directors in accordance with democratic voting protocols.
- Adoption of Annual Operating Budget: The assembly reviews projected funding from municipal, departmental, and regional grants, allocating budgets to specific athletic programs for the upcoming academic cycle.
2. The Board of Directors (Conseil d'Administration)
Composed of nine elected members representing educational staff, sports coaches, community stakeholders, and student delegate observers, the Board of Directors meets quarterly to monitor program execution, resolve operational challenges, and ensure compliance with educational guidelines. The Board exercises direct oversight over:
- Safety & Risk Management: Reviewing venue inspection logs, emergency response plans, equipment certification dates, and weather protocols for outdoor excursions.
- Inclusivity & Equity Protocols: Reviewing student participation demographics to ensure balanced representation across all vocational trades and advancing female apprentice involvement.
- Institutional Partnerships: Approving bilateral partnership agreements with municipal sports services, local athletic stadiums, and regional environmental conservation authorities.
3. The Internal Audit & Ethics Commission
To ensure complete impartiality and guard against conflicts of interest, the association maintains an autonomous Internal Audit & Ethics Commission. Comprising two independent members appointed outside the Executive Bureau, the commission conducts unannounced quarterly reviews of treasury disbursements, inspects equipment procurement receipts, and audits adherence to non-profit procurement rules.
The commission also oversees our strict Code of Ethics, verifying that all coaches, volunteers, and participants uphold principles of fair play, mutual respect, secularism (laïcité), and zero tolerance for discrimination or hazing (bizutage) within our athletic community.
4. Prefectural & Institutional Oversight
As an officially registered association in the French Republic, Espérance Sportive submits annual administrative filings to the Prefecture of the Ardennes in Charleville-Mézières. Any modifications to our founding bylaws, updates to the roster of governing officers, or changes to headquarters address are officially communicated within three months in accordance with Article 5 of the Law of 1901.
Furthermore, our operational coordination with the Direction des Services Départementaux de l'Éducation Nationale (DSDEN) of the Ardennes ensures that all sports programs align with ministerial educational standards, providing parents and institutional partners with absolute confidence in our civic integrity.
Espérance Sportive reiterates its foundational statutory pledge: "All membership fees and dues are fully reinvested in the association's public interest missions." The association receives no commercial revenue, sells no branded commodities, and distributes no profits. Every resource entrusted to our care directly enriches the athletic development, physical health, and civic character of vocational students.
